What is a green shipping corridor?

A green shipping corridor is a route between two or more ports where ships run on zero-emission or low-carbon fuels, and where the ports, shipowners, fuel suppliers, verifiers and regulators involved agree to build the conditions that make it possible.

The term comes from the Clydebank Declaration, signed at COP26 in 2021, where 24 countries committed to supporting the establishment of green corridors as zero-emission maritime routes between two or more ports.

Five years later, 84 corridors have been announced worldwide. Four have started building and operating. That gap is the real story, and it is not mainly a fuel problem.

The definition, and why it is broader than it sounds

Most definitions stop at the route. A corridor is not a line on a chart: it is an agreement. All the regulatory guides behind that agreement are indexed here. It is also the setting where the global rules now being negotiated at the IMO get tested first.

To move a single ship on clean fuel between two ports you need the fuel to exist at the origin port, bunkering infrastructure to deliver it, a vessel able to burn it, a buyer willing to pay the premium, and a regulator willing to recognise the result. Remove any one of those and the corridor does not run.

That is why corridors are described as pre-competitive: companies that compete everywhere else agree to cooperate on one route, because none of them can build it alone.

Who runs a corridor: the consortium of five

A corridor is governed by a consortium, and it usually contains five kinds of partner:

  • Ports at each end, providing bunkering infrastructure and shore-side capability
  • Shipowners or operators, providing the vessels and absorbing the fuel premium
  • Fuel suppliers, producing and delivering the clean fuel
  • Verifiers, checking that what was claimed was actually delivered
  • Regulators and public bodies, providing the policy and often the funding

There is one structural feature that makes corridors different from every other maritime project: there is no lead company. No single partner owns the corridor, and none of them reports to another.

The state of play: 84 announced, 4 operating

The Global Maritime Forum tracks corridor initiatives in its annual progress report. Its 2025 edition counted 84 active initiatives, with four having reached the realisation stage, meaning construction or operation of vessels, infrastructure or fuel production plants had actually begun.

It was the first time since the tracking began in 2022 that any corridor reached that stage.

The report also names the main bottleneck, and it is not technology. It calls it the feasibility wall: the absence of national policy to bridge the cost gap between conventional and clean fuel.

Why most corridors stall

Three reasons come up repeatedly.

The cost gap. Clean marine fuel costs more than its fossil equivalent, and no partner wants to absorb the difference alone.

Announcement without structure. Many corridors are memoranda of understanding between willing parties, with no governance, no budget and no operating model behind them.

Progress that cannot be checked. This is the one that gets least attention, and it is the subject of the rest of this page.

The trust problem nobody names

Here is the uncomfortable part of a green corridor.

A green fuel can look identical to its fossil equivalent. What separates them is not a property you can measure at the manifold: it is a chain of documents saying where the fuel came from and how it was produced.

So the entire value of a corridor rests on paperwork. And that paperwork is typically a Bunker Delivery Note, a Proof of Sustainability certificate and a set of spreadsheets, each held by whichever partner produced it.

Now put that inside a consortium of five organisations with no lead company. Every partner has to trust every other partner’s numbers, and there is no neutral place where the numbers live.

That is the trust problem. It is why progress in most corridors is self-reported, and why self-reported progress is hard to fund, hard to audit and hard to scale.

How a corridor proves its fuel data

Three things have to be true for a corridor’s fuel claims to hold up.

The record has to be written once. Every fuel delivery should produce one entry, created at the moment of delivery, not reconstructed months later from invoices.

It has to be checked by someone independent. This is not a new idea imposed on the industry: FuelEU Maritime already requires accredited verifiers to approve monitoring plans and compliance balances. The role exists and is mandatory. What is usually missing is a shared place for that verification to be recorded.

No partner can own it. If the record sits in a system controlled by one partner, every other partner is being asked to trust that partner. In a consortium of equals that is not a technical problem, it is a governance one.
