An Emission Control Area is a sea area where MARPOL Annex VI applies stricter limits to ship emissions than the global rules. Seven are in force today, two of them only since March 2026, and a common mistake is assuming they all control the same pollutants. They do not.
The seven areas in force, and what each one actually controls

The Canadian Arctic and Norwegian Sea areas were designated by resolution MEPC.392(82) and entered into force on 1 March 2026 (IMO). The Norwegian Sea area extends the existing North Sea ECA from 62° north across the Norwegian exclusive economic zone.
ECA and SECA are not interchangeable words
This is where most confusion starts, and it has operational consequences.
- SECA means a sulphur emission control area, designated under regulation 14. It caps the sulphur content of the fuel
- A NOx ECA is designated separately under regulation 13, and triggers the Tier III engine standard
- An area can be one, the other, or both. The Mediterranean is sulphur and particulate matter only. It is a SECA and it is not a NOx ECA
The NOx side has a second condition that catches people out: Tier III applies by construction or delivery date, not by the ship. A vessel built in 2014 entering the North American area is not subject to Tier III, while an identical ship delivered in 2017 is (IMO).
What changes the moment you cross the line

The sulphur step is a factor of five, and it is the reason a ship either carries a separate compliant grade or runs an exhaust gas cleaning system.
The changeover record is what port state control actually inspects
A ship burning heavy fuel cannot simply switch tanks at the boundary. The fuel oil service system has to be fully flushed of non compliant fuel before entry, which means the changeover starts hours earlier, and the regulation requires a written procedure showing how it is done.
Regulation 14.6 then requires the operation to be recorded. Specifically:
- The volume of low sulphur fuel oil in each tank
- The date, time and position of the ship when the changeover was completed before entering the area
- The date, time and position when the changeover was commenced after leaving it
Those entries, together with the bunker delivery notes and the retained samples, are the evidence a port state control officer works from (Paris MoU guidelines on MARPOL Annex VI). An inspection is not a chemistry exercise. It is a documentation exercise.
The boundary is a line on a chart. The compliance is a set of timestamps, positions and tank volumes recorded around it.
The delivery note proves what the fuel was. The changeover record proves when you started burning it. Neither is useful without the other, and both are written by hand into systems that nobody outside the ship can verify afterwards.
Two more areas are on the way, and one is undecided
- North-East Atlantic. Adopted and not yet in force (DNV). It would connect the existing North Sea and Norwegian Sea areas with the waters to the south and west
- United Kingdom. The government ran a call for evidence on extending the existing North Sea ECA to all UK waters, or creating a separate area along Northern Ireland and the west coast of Great Britain. The call for evidence has closed and no decision has been announced
Class societies are tracking both (Lloyd’s Register). For an operator, the planning point is that the compliant fuel envelope in northern Europe has grown twice in eighteen months and is likely to grow again.
Why the boundary matters more than it used to
An ECA crossing used to raise one question: is the sulphur content right. It now touches three separate regimes that draw on the same fuel records.
- MARPOL Annex VI requires the sulphur limit, the changeover record and the annual fuel oil consumption report
- FuelEU Maritime computes greenhouse gas intensity from the same fuel, well to wake
- EU ETS prices the emissions produced by burning it
